Senior
School Certificate Examination (10+2) of Central Board
of Secondary Education, New Delhi with pass in 4 subjects
(one language and three elective subjects) or an examination
recognised as Equivalent thereto. or Pre-University Examination
(2 Years after ten years of schooling) of an Indian University,
recognised by the University of Delhi or Intermediate
Examination of an Indian University/Board or an examination
recognised as equivalent thereto (pass in 4 written subjects).

Indian
School Certificate Examination, New Delhi (Passed in five
written subjects)

General Certificate of Education Examination (G.C.E.)
of the United Kingdom with pass in :
a) At least five subjects at ordinary level ('O' level)
and
b) At least two subjects at advanced level ('A' level)
These two advanced level courses may either be chosen
from among the five ordinary level subjects or from outside
these group as prescribed by the University of Delhi.
Note : The merit be determined on the basis of one language
and three best elective subjects.
B.Sc.
(Hons.) Computer Science
-
For
admission to B.Sc. (H) computer Science, the selection
will be on merit basis. The candidate must have passed
Senior Sec. School Certificate Exam. (with Maths) of CBSE
or any other equivalent exam. thereto, in arts/commerce/science
subjects.

The candidate should have secured (a) 60% or more marks
in Maths, (b) 55% or more marks in aggregate of four subjects
including Maths, one language and two other academic subjects.
Criteria for Admission
General
:
Marks obtained in Arts, Needle Work and Dress Making, Cookery,
Physical Education, Health Science, Computers, Music, etc.
at the qualifying examination would not be considered.
B.Com.
(Pass) : MApplicants
who had Commerce and Economics at their Senior School Certificate
Examination will be given preference over others. Students
who have failed in English at the 10+2 level shall not be
allowed admission under any circumstances.
B.Com. (Hons.) : For admission to B.Com (Hons.)
course, preference will be given to those students who had
Mathematics and Economics in addition to Commerce in their
Senior School Certificate Examination.
B.A.
(Hons.) in Economics : For admission to B.A. (Hons.)
in Economics course, preference will be given to those applicants
who had Mathematics and Economics at their Senior School Certificate
Examination. Admission will be given on the basis of performance
of the students in the written test and interview.
B.A. (Hons.) in Business Economics
: Selection through centralised entrance test and
interview to be held by the Department of Business Economics,
South Delhi Campus, University of Delhi.
B.Sc.
(Hons.) in Computer Science : Selection would be
on merit basis. The students who have studied Physics, Chemistry
and Mathematics at + 2 stage will be given 5% additional weightage
in admissions.
Foreign
Students
All Foreign students are required to apply for admission through
the Foreign Students' Advisor of the University of Delhi.
No direct admission is made. All such students will be interviewed
by the Admission Committee of the college and considered for
admission on merit.
Age
Requirements
The Applicant must have attained the age of at least 17 years
on or before the first day of October in the year in which
he/she seeks admission to the Three Years Degree Course. In
case the age of candidate is less than 17 years on 1-10-05,
he or she must send an application addressed to the Vice-Chancellor,
University of Delhi, regarding relaxation of age.
Procedure for Admission
Application for admission is to be submitted on the prescribed
form. A student who wishes to be considered for admission
for more than one course should submit a separate application
for each course.
An application form must be accompanied with attested photostat
copies of the detailed mark sheet of the last examination
passed.
Names of the students called for interview will be put on
the notice board of the college. No individual intimation
is sent to individual applicants. It is an applicant's responsibility
to find out the date fixed for his/her interview.
Candidates selected for admission are required to deposit
their fees between 10.00 a.m. to 1.00 p.m. on a working day
within three days of their selection in extension counter
of Punjab & Sind Bank at the college premises. Admission
to college is provisional and is subject to the final approval
of the University on submission of University Enrolment form
by the Student. Students selected for admission will be required
to:
Students admitted to the college will be bound by the admission
rules and regulations of the college and the University of
Delhi.
Special
Weightage
Subject to the availability of seats and due consideration
to relevant academic criteria, the college may, at its discretion,
grant a weightage of upto 5% marks to candidates offering
Punjabi as Modern Indian Language. Due weightage may also
be given to outstanding sports persons and physically-handicapped
as per the guidelines of the University of Delhi.
College Session
The new college session will start on Friday, July 16th 2005.
Orientation programme will be held on the same day at 11.00
a.m. in the college seminar room. The classes begin at 8.45
a.m. everyday. The teaching schedule for the students is six
days a week.
Medium
of Instruction
The medium of instruction for all courses offered in college
is English and students who failed in English at the 10 +2
level shall not be considered eligible to any course.
Compulsory Test in Hindi
Students admitted to the degree course who have not already
passed the Senior School Certificate Examination, the Higher
Secondary Examination, the qualifying examination or an examination
recognised as equivalent there to or the Intermediate Examination
with Matriculation/ High School Examination or 8th class Examination
with Hindi as one of the subjects, will be required to pass
a compulsory test in Hindi. They will not be entitled to the
Degree unless they pass this test as well. The test may be
taken at the end of the first, second or the third year. Foreign
students are exempted from compulsory test in Hindi.
Change of Course/Subject
Once the admission is complete, no change of subject / course
shall be allowed. A student of an Honours Course who fails
to pass the Part-I examination, can seek transfer to the Pass
Course provided he/she gets not less than 25% marks in aggregate
in the papers of the main and subsidiary subjects taken together.
This will be permissible only during the course of fresh admission
and not after the commencement of the session. Similarly a
student in the Pass Course may seek transfer to the Honours
Course t in case he/ she secures at least 50% marks in the
particular subject and 45% in aggregate in a test conducted
after the end of 2nd term of first year.
Attendance
In order to be eligible to appear at a university examination
every student has to attend two third of the total number
of lecturers delivered at the college or the university in
all subjects as also in tutorials / preceptorials/ practicals,
as the case may be, taken separately in each academic year.
Attendance for tutorials / preceptorials will be given only
when a student submits a written assignment. The students
who join the course late will not be given any concession
in the attendance. He/She is advised to be extremely regular
to make up the deficiency because of late admission. Name
of those who remain continuously absent from classes for ten
days without valid reason, shall be struck off the college
rolls. Re-admission is not a matter of right.
Parents / guardians are requested to meet teachers of their
wards periodically to know the progress of their wards, particularly
with regard to punctuality in attending classes.
When a student is required to represent the college in competitive
games, athletics, cultural activities, debates etc., sponsored
by the college, he/she must apply for permission to the principal
in writing in advance. Exemption from attendance for other
reasons, may be granted only in extra ordinary circumstances
and only when recommended by a doctor and permitted by the
principal in writing. Such permission must be obtained well
in advance.
Leave of Absence on Account of Sickness/Hospitalization
Application for leave of absence due to sickness/hospitalization
must be supported by a Medical and Fitness Certificate (from
a Registered Medical Practitioner) which should reach the
principal within a week of the student rejoining the college,
on the expiry of the leave. Medical and fitness certificates
received thereafter, shall not be entertained. All leave applications
must clearly have the class, roll number, name and subjects
taken as well as the name of the teachers taking those subjects/
papers.
Home Examination
Periodical tests are given to the students by the teachers.
All students are required to attend tutorials and submit written
assignments. Their performance will also be assessed through
the home examinations conducted by the college during the
academic year. Toppers in each class in home examinations
will be suitably awarded.
Identity Card
Every student of the college is issued an identity card which
he/she is expected to carry with him/her at all times. He/she
will have to produce the same, whenever required to do so.
Maintenance
of Discipline Among Students of the University
(Proctor's Office Ordinance XV-B)
-
All
powers relating to discipline and disciplinary action
are vested in the Vice-Chancellor.
-
The Vice-Chancellor may delegate all or such powers as he/she
deems proper to the proctor and to such other persons as
he/she may specify on this behalf.
-
Without prejudice to the generality of power to enforce
discipline under the ordinance the following shall amount
to act of gross indiscipline:
a) physical assault or threat to use physical force against
any member of the teaching and non teaching staff of any
institution/department and against any student within
the University of Delhi;
b) carrying of, use of or threat to use of any weapon;
c) any violation of the provision of the Civil Right Protection
Act, 1976;
d) violation of the status, dignity and honour of students
belonging to the scheduled castes and tribes;
e) any practice-whether verbal or otherwise-derogatory
of women;
f) any attempts at bribing or corruption in any manner;
g) wilful destruction of institutional property;
h) creating ill will or intolerance on religious or communal
grounds;
i) causing disruption in any manner of the academic functioning
of the University system;
j) ragging as per Ordinance XV-C;

Without prejudice to the generality of his/ her power
relating to the maintenance of discipline and taking such
action in the interest of maintaining discipline as may
seem to him/her appropriate, the Vice-Chancellor, may
in the exercise of his/her powers aforesaid order or direct
that:
a) any student or students be expelled; or
b) any student or students be, for a stated period rusticated;
or
c) be not for a stated period, admitted to a course or
course of study in a college, department or institution
of the University; or
d) be fined with a sum of rupees that may be specified;
or
e) be debarred from taking a University or College or
Departmental Examination or Examinations for one or more
years; or
f) that the result of the student or students concerned
in the Examination or Examinations in which he/she or
they have appeared be cancelled.

The Principals of the Colleges, Heads of the Halls, Deans
of the Faculties, Heads of Teaching Departments in the
University, the Principal, School of Correspondence Course
and Continuing Education and Librarian shall have the
authority to exercise all such disciplinary powers over
students in their respective Colleges, Institutions, Faculties
and Teaching Departments, in the University as may be
necessary for the proper conduct of Institutions, Halls
and teaching in the concerned Departments. They may-exercise
their authority through or delegate authority to, such
of the teachers in their Colleges, Institutions or Departments
as they may specify for these purposes.

Without prejudice to the powers of the Vice-Chancellor
and the Proctor as aforesaid, detailed rules of discipline
and proper conduct shall be framed. These rules may be
supplemented, where necessary, by the Principals of Colleges,
Heads of Halls, Deans of Faculties and Heads of Teaching
Department in this University. Each student shall be expected
to provide himself/herself with a copy of these rules.

At the time of admission, every student shall be required
to sign a declaration that on admission he/she submits
himself/herself to the disciplinary jurisdiction of the
Vice-Chancellor and the several authorities of the University
who may be vested with the authority to exercise discipline
under the Acts, the Statutes, the Ordinances and the rules
that have been framed there-under by the University.
Prohibition of and Punishment for Ragging
-
Ragging in any form is strictly prohibited, within the
premises of College/Department or Institution and any
part of Delhi University system as well as on public transport.
-
Any individual or collective act or practice of ragging
constitutes gross indiscipline and shall be dealt with
under this Ordinance.
-
Ragging for the purpose of this Ordinance means any act,
conduct or practice by which dominant power or status
of senior student is brought to bear on students freshly
enrolled or students who are in any way considered junior
or inferior by other students and includes individual
or collective acts or practices which
a) involve physical assault or threat, use of physical
force;
b) violate the status, dignity and honour of students
belonging to the scheduled castes and tribes;
c) violate the status, dignity and honour of women students;
d) expose students to ridicule, contempt and affect their
self esteem;
e) entail verbal abuse and digression, indecent gesture
and obscene behaviour.

The Principal of a College, the Head of the Department
or an institution, the authorities of College or University
hostel or halls of residence shall take immediate action
on any information of the occurrence of ragging.
-
Notwithstanding anything in Clause (4) above, the Proctor
may also suo moto enquire into any incident of ragging
and make a report to the Vice-Chancellor of the identity
of those who have engaged in ragging and the nature of
the incident.
-
The Proctor may also submit an initial report establishing
the identity of the perpetrators of ragging and the nature
of the ragging incident.
-
If the Principal of a College or Head of Department or
Institution or the Proctor is satisfied that for some
reason, to be recorded in writing, it is not reasonably
practical to hold such an enquiry, he/she may also advice
the Vice-Chancellor accordingly.
-
When the Vice-Chancellor is satisfied that it is not expedient
to hold such an enquiry, his/her decision shall be final.
-
On the receipt of & report under Clause (5) or (6)
or a determination by the relevant authority under Clause
(7) disclosing the occurrence of ragging incidents described
in clause 3(a), (b) and (c), the Vice-Chancellor shall
direct or order rustication of a student or students for
a specific number of years.
-
The Vice-Chancellor may in other cases of ragging order
or direct that any student or students be expelled, or
be not, for a stated period, admitted to a course of study
in a college, departmental examination for one or more
years or that the results of the student or students concerned
in the examination or examinations in which they appeared
be cancelled.
-
In case students who have obtained degrees or diplomas
of Delhi University are found guilty under this Ordinance
an appropriate action will be taken against them under
Statute 15 for withdrawal of degrees or diplomas conferred
by the. University.
-
For the purpose of this Ordinance, abatement to ragging
will also amount to ragging.
-
All Institutions within the Delhi University system shall
be obligated to carry out instructions/ directions issued
under the Ordinance, and to give aid and assistance to
the Vice-Chancellor to achieve the implementation of the
Ordinance.
